We are looking for a Development Manager for the Defence Innovation Network Finland (DEFINE) project for a fixed-term position until 30 June 2026. Could this be an interesting new role for you?
We are looking for a dynamic and results-driven Development Manager to take charge of the project management of the DEFINE project in Riihimäki. In this role, you will be responsible for managing two key projects funded by the European Regional Development Fund:
– DEFINE security, national defence, crisis resilience and security of supply innovation ecosystem
– DEFINE dual-use technology business accelerator
As Development Manager, you will oversee the implementation of the projects, promote cooperation in the innovation hub, support startups and advance international partnerships in the field of defence and dual-use technology. In addition, you will play a key role in launching and leading new initiatives in the ecosystem.
The qualification requirement for the position is an applicable higher university degree. The position requires fluent Finnish and English language skills. Your supervisor will be the Technology and Innovation Director.
Key areas of responsibility:
– Leading and managing the implementation of the two DEFINE projects, ensuring that objectives and milestones are achieved.
– Building and strengthening the regional innovation hub by engaging companies, research institutions and public actors.
– Coaching startups in business development, funding opportunities and access to international markets.
– Negotiating sponsorship agreements and partnerships with key stakeholders such as industry leaders, investors and public sector actors.
– Organising and overseeing key events such as innovation competitions, hackathons and industry seminars.
– Developing and implementing communication strategies to promote the ecosystem’s activities and achievements.
– Identifying new projects and funding opportunities to expand the DEFINE ecosystem.
What we expect from you:
– Experience in business development, project management and innovation hubs.
– An understanding of the defence and dual-use technology sector, or a strong willingness to learn.
– The ability to coach startups and SMEs, guiding them in growth and internationalisation strategies.
– Strong negotiation and networking skills to engage sponsors, investors and stakeholders.
– Experience with EU-funded projects is an advantage in carrying out the role.
– An open, results-driven and passionate approach to promoting innovation and growth.

The job starts on 1 June 2025, or as agreed, and lasts until 30 June 2026. An extension of the contract is possible depending on performance in the role and the continuation of the project’s funding. The trial period for the position is six months. The working time is 36 h 15 min per week. The employment relationship follows the General Collective Agreement for Municipal Personnel (KVTES). The task-specific salary is EUR 4,651.67 per month. In addition, you may receive a work experience supplement based on your previous work experience (3% or 8% of the task-specific salary).
